2023-2027 LEADER Programme

The EU LEADER Programme promotes sustainable development in Europe’s rural areas addressing economic, social and environmental concerns. In Ireland, it provides grant aid for projects that improve all aspects of social, economic and environmental life and tackle the challenges facing rural areas.

LEADER funding can support  enterprises and social enterprises in certain sectors with capital expenditure, technical assistance / analysis and development / feasibility studies and training projects.

Social Inclusion and Community Activation Programme (SICAP)

South Tipperary Development CLG is a programme implementer of SICAP 2024 – 2028. Through SICAP, we aim to address high and persistent levels of deprivation through targeted and innovative, locally-led approaches. It targets and supports those who are disadvantaged in society and less likely to use mainstream services and assists both individuals and groups.

What is social inclusion?

Social Inclusion is “the process which ensures that those at risk of poverty and social exclusion gain the opportunities and resources necessary to participate fully in economic, social and cultural life and to enjoy a standard of living and well-being that is considered normal in the society in which they live.

The role of South Tipperary Development Clg in promoting social inclusion and quality of life within Tipperary South is best defined through the aims of programmes and services we provide

Programme Goal 1: Supporting Communities

To support communities and target groups to engage with relevant stakeholders in identifying and addressing social exclusion and equality issues, developing the capacity of Local Community Groups, and creating more sustainable communities.

Programme Goal 2: Supporting Individuals

To support disadvantaged individuals to improve the quality of their lives through the provision of lifelong learning and labour market supports.

The services we provide are based on achieving the following aims:

  • Increasing awareness, knowledge and uptake of a wide range of statutory, voluntary and community services
  • Supporting people’s work readiness and employment prospects through a range of supports and services
  • Promoting lifelong learning at community level and encourage participation in social, educational, cultural and recreational activities
  • Advocating and supporting active engagement with policy, practice and decision making processes on matters affecting local communities
  • Developing new and innovative solutions to address incidences of social exclusion and marginalisation.

 

The Tús programme

The Tús programme is delivered by STDC on behalf of the Department of Social Protection (DSP). Tús is a national activation programme for people who are unemployed for over a one-year period and who have been in receipt of Jobseekers Allowance continuously for 12 months. Tús is designed to provide short-term working opportunities for unemployed people while at the same time supporting and adding value to the broad range of services delivered by community and voluntary bodies

Rural Social Scheme

The Rural Social Scheme (RSS) aim is to provide a supplementary income support for farmers and fisherpersons aged 25 years or over, who are in receipt of long-term social welfare payments. It is based on a 19.5 hours per week (flexible) to ensure participation does not affect your farming activities.

By participating on the Rural Social Scheme, local communities’ benefit from your skills and talents by providing additional resources to maintain and improve local amenities and facilities. You can also experience opportunities to improve existing or develop new skills.

Local Area Employment Service (LAES)

Local Area Employment Services provide a supportive and friendly service to assist job seekers in their journey into employment.

Our caseworkers offer specialised services in job search skills including tailored CVs, assistance in job applications and interview skills and support. We can help you with:

  • Developing a curriculum vitae (CV).
  • Gaining important work experience.
  • Finding suitable training.
  • Up-skilling through education.
  • Deciding to work for yourself.
  • Moving to a new job.

Who is LAES for?

The service is for jobseekers, in particular the long term unemployed clients farthest from the labour market with barriers to labour market participation. People in receipt of Job-seekers payments are referred to the LAES by the Department of Social Protection and we work with each client to support and assist them into employment.

 Our service is a very person centred approach and we work closely with each client to identify a suitable path forward. Our work includes collaboration with several other programmes, sign posting to services such as SICAP and Tús, Community Employment (CE) scheme, ETB courses, Workplace Experience Programmes, Funding assistance for specific training such as Safe pass, manual handling and Computer Skills

New Arrivals Support Programme

The Social Inclusion and Community Activation Programme (SICAP) is co-funded by the Irish Government, through the Department of Rural and Community Development, and the European Union, through the European Social Fund Plus

The main objectives of the New Arrivals Support Programme are to provide support for the medical, educational cultural needs and job opportunities for Refugees living in South Tipperary and to unify them and facilitate their integration into the Irish society. Also, organise and deliver local events that support integration.

Medical: If you have some medical problems and you cannot find a GP, we can connect you with HSE service.

Education: If you come to Ireland and you don’t speak English, we can help you find Language courses. If your child goes to school, we can find a suitable school for your child.

Job: The temporary protection allows you to work while you are in Ireland. We can help you with your CV and cover letter. We will connect you with different programmes (SICAP, TUS, RSS…)

Housing: When you receive private accommodation we can help set up different services (electricity, internet, waste removal).

Community Integration: There is a broad range of projects being rolled out to support participation in recreational, physical, creative, social, and cultural activities to support refugees in adapting to their new surroundings while focusing on supporting their general health and wellbeing.

Who is this Service for?

This service assists members of New Communities on arrival in South Tipperary, responding to critical transport needs that may arise from time to time and supporting integration into communities across South Tipperary.

Traveller Primary Health Project

The Traveller Health Project is a partnership between the HSE and South Tipperary Development Company. The project focuses on the promotion of health and wellbeing within the community by delivering key health messages in accordance with the HSE Social Inclusion South East Community Healthcare (SECH) Traveller Health Programme.

The STDC Traveller Primary Health Project was established in 1999.  The project works with Traveller families in Clonmel, Cahir, Fethard, Carrick on Suir and Killenaule.  It is a peer led programme in which Travellers engage and work with their own community to promote physical, social and mental wellbeing of Travellers.  There are currently 4 part time Traveller Healthcare Workers and 1 Co Ordinator.

The work is underpinned by a community development approach, using peer led and culturally sensitive ways of working to engage the target population.

What We Do

  • To act as a link between services and service users.
  • To support Traveller families to attend HSE appointments.
  • To work with families to identify barriers to service uptake.
  • To offer support to families dealing with correspondence from health and other services.
  • To inform Travellers of health initiatives.
  • To organise health information sessions.
  • To deliver in service training on Traveller Cultural awareness to front line staff and other agencies engaging with Travellers.
  • To represent the Traveller Community on local, regional and national committees, working groups and other agencies.

OutDoor Recreation Scheme – Walk Scheme

This scheme provides a strategic, collaborative framework to facilitate the consolidation and sustainable growth of the outdoor recreation sector. While respecting the landowners and other custodians of the land and water, caring for the environment and promoting responsible recreation, it also seeks to realise the social, health and economic benefits of rural recreation.

South Tipperary Development CLG (STDC) play a key role in the implementation of the strategy. The company has a service level agreement with the Department of Rural and Community Development (DRCD) for the delivery of the Walks Scheme across the whole of Tipperary and has done so since the inception of the scheme in 2008. 180 landowners are participating on the Walks Scheme in county Tipperary. STDC employs a Rural Recreation Officer (RRO), whose main duties include the co-ordination of trail management and maintenance through the walk scheme as well as   supporting the planning and development of new trails and recreational infrastructure across the County.

This scheme is for landowners interested in allowing walking trails be accessible to the public.
